2020年5月12日，美國商務部宣布自主立案，調查中國的不銹(xiu)鋼板材和帶材（Stainless Steel Sheet and Strip）是否通過越南簡單加工而規避美國對華反傾銷和反補貼措施。本案涉及美國協調關稅稅號7219.13.0031、7219.13.0051和7219.13.0071等項下的產品。

 2016年(nian)3月(yue)3日，應(ying)AK Steel Corporation、Allegheny Ludlum, LLC（ATI Flat Rolled Products）、North American Stainless和(he)(he)(he)(he)(he)Outokumpu Stainless USA, LLC于(yu)2016年(nian)2月(yue)12日提出(chu)(chu)的(de)申請，美(mei)國(guo)(guo)商(shang)務部對(dui)(dui)進(jin)口(kou)自中國(guo)(guo)的(de)不銹(xiu)鋼板材(cai)和(he)(he)(he)(he)(he)帶材(cai)啟動反(fan)傾銷(xiao)和(he)(he)(he)(he)(he)反(fan)補(bu)貼(tie)立案(an)調(diao)查(cha)。2016年(nian)9月(yue)12日，美(mei)國(guo)(guo)商(shang)務部宣布對(dui)(dui)華涉案(an)產(chan)品(pin)作出(chu)(chu)反(fan)傾銷(xiao)肯(ken)(ken)定性(xing)(xing)(xing)初裁，2016年(nian)7月(yue)12日，美(mei)國(guo)(guo)商(shang)務部宣布對(dui)(dui)涉案(an)產(chan)品(pin)作出(chu)(chu)肯(ken)(ken)定性(xing)(xing)(xing)反(fan)補(bu)貼(tie)初裁。2017年(nian)2月(yue)2日，美(mei)國(guo)(guo)商(shang)務部宣布對(dui)(dui)進(jin)口(kou)自中國(guo)(guo)的(de)不銹(xiu)鋼板材(cai)和(he)(he)(he)(he)(he)帶材(cai)作出(chu)(chu)反(fan)傾銷(xiao)和(he)(he)(he)(he)(he)反(fan)補(bu)貼(tie)肯(ken)(ken)定性(xing)(xing)(xing)終裁。2017年(nian)3月(yue)3日，美(mei)國(guo)(guo)國(guo)(guo)際貿易委(wei)員會（ITC）投票決定對(dui)(dui)進(jin)口(kou)自中國(guo)(guo)的(de)不銹(xiu)鋼板材(cai)和(he)(he)(he)(he)(he)帶材(cai)作出(chu)(chu)反(fan)傾銷(xiao)和(he)(he)(he)(he)(he)反(fan)補(bu)貼(tie)產(chan)業損害肯(ken)(ken)定性(xing)(xing)(xing)終裁。
